Ukrainian President Volodymyr Zelensky Declares He Lacks Explicit Defense Guarantee from European Partners
President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the event of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.
His comments come a day after the UK and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is reached.
However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.
Details of the Paris Talks
After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the declaration made in the French capital.
President Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the long-term".
He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."
The Ukrainian leader praised that agreement as a "significant leap of progress".
Twenty-four hours afterward, however, he seemed more cautious.
"I perceive the determination, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.
Recently, the President indicated a peace deal was "ninety percent complete".
Questions of land and security guarantees have been at the forefront of unresolved issues for diplomats.
Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.
Moscow now holds about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in capturing more Ukrainian territory.
Ukraine has hit back at Russian targets with drones, albeit with more limited success.
